Directive on the provision of financial grants to groups visiting the Landtag of the federal state of Brandenburg

Art. 1 General Information

The parliament of the federal state of Brandenburg, the “Landtag”, provides visitor groups with grants for travel expenses and catering under Title 541 20 (Introduction in the Work of the Parliament) in accordance with the provisions set forth in the Guideline below.

Art. 2 Travel Expenses

(1) Groups consisting of pupils, adolescents from civil society organisations, trainees, students, senior citizens, persons seeking employment or refugees, as well as foreign groups taking part in international youth exchange insofar as they visit the Landtag jointly with a group of pupils from the federal state of Brandenburg, may apply for grants for travel expenses from the federal state of Brandenburg. A group must consist of a minimum of ten persons and the grant for travel expenses will only be granted to groups which take part in one or several of the programmes offered by the Visitors’ Service.

(2) Grants can be provided for the costs of public transportation or of coaches from private bus companies.

(3) Grants for travel expenses will not be provided

a) to individual persons;

b) in case the group travels in private cars;

c) to visitor groups arriving from the ABC region of the Verkehrsverbund (transport association of) Berlin-Brandenburg;

d) to groups visiting the Landtag at the invitation of members of parliament which do not take part in the programme of the Visitors’ Service and which will take a tour of the building guided by the member personally or by their employees.

(4) The grant amounts to

a) EUR 2.50 per kilometre of the distance from the place of the school or the central point of departure to Potsdam for groups of pupils, youth groups from civil society organisations, foreign groups taking part in international youth exchange and groups of refugees;

b) EUR 1,00 per kilometre of the distance from the central point of departure to Potsdam for all other persons who are eligible for the grant.

The grant will only be provided for the shortest one-way journey.

(5) No refund will be granted, if persons have a claim for reimbursement from third parties. The grant must not exceed the costs actually incurred. Grants are provided exclusively in accordance with the budget funds available and no legal claim arises to the grant.

Art. 3 Application

(1) Applications for the grant shall be filed in writing with the administration of the Landtag. The application form is available for download on the internet under www.landtag.brandenburg.de in the section Besucherdienst (Visitors’ Service). It may also be handed out to the group as a hardcopy on the date of their visit.

(2) The application must be filed no later than within eight weeks after the date of the visit. This application period is a limitation period, i.e. applications received after the expiry of such a period can no longer be approved.

(3) The following documents need to be filed with the application:

a) the group ticket; or
b) the original invoice of the bus company and the payment document (a receipt of the bus company will not suffice); and
c) a confirmation on the amount of third-party funds (in form of a copy), in case third parties (voluntarily) reimburse a part of the travel expenses.

(4) Applications shall be sent to the following address: Landtag Brandenburg, Referat Öffentlichkeitsarbeit, Alter Markt 1, 14467 Potsdam.

(5) Travel expenses will be refunded exclusively cashless.

Art. 4 Catering

(1) Groups of pupils, youth groups from civil society organisations, groups of trainees, groups of late emigrants, groups of teachers who visit the Landtag in the context of advanced training events, foreign groups taking part in international youth exchange and groups of refugees who are learning about the federal and parliament system of the Federal Republic as part of their integration process may receive catering in the form of one lunch meal and one cold beverage up to a value of EUR 4.60 per person, insofar as the group is in the Landtag during lunch time (between 11:00 am and 2:30 pm).

(2) Groups who visit the Landtag at the invitation of a member of the Landtag without using the programmes offered by the Visitors’ Service and which are guided through the building by the member personally or by their employees have no claim for a reimbursement of the catering costs from the Landtag.

(3) Non-alcoholic cold beverages up to a value of EUR 1.00 per person can be provided to all groups taking part in the programmes of the Visitors’ Service: guided tour of the building, discussion with members of the Landtag and role play – insofar as their visit exceeds a guided tour of the building.

(4) Groups who have registered for a visit with the Visitors’ Service and are unable keep the appointment must notify the Visitors’ Service thereof, in writing, no later than two work days in advance. If any group fails to keep the appointment without informing the Visitors’ Service in advance, they will be charged with the costs incurred by the Landtag for the requested guided tour and the number of meals they have ordered.

Art. 5 Entry into Force

The amendments of the guideline will take effect on 1 December 2015.
